Job Summary
To provide technical support in Human Resource Management for Health to designated health facilities/districts in line with Baylor Foundation Uganda and government policies and professionally accepted HR management principles and; support the Regional HR and Administration Coordinator in implementation of the organizational policies and procedures.
Overall Responsibilities
Support the recruitment and selection process for District supported staff as per the approved staffing plans, implement the induction and placement procedure for new staff and manage staff exit processes in line with the Baylor HR Manual and local government procedures
Monitor implementation of employee relations, health and safety, leave management, payroll changes and update and welfare procedures in the region. Attend cluster meetings and HR clinics in the clusters to identify staff concerns for the HR Coordinator’s attention
Implement performance management system, policies and procedures and provide technical support to the District supported staff in performance management processes in line with Baylor HR manual and local government procedures.
Maintain and regularly update the HR regional data base and staff records including entries into HR module on ERP as applicable as well as attendance and leave records.
Prepare and submit to the Regional HR Coordinator periodic and adhoc reports in regard to the human resource management issues related to cluster management and District supported staff
Provide expertise and guidance in HRH to all staff within the region, partners and government authorities.
Participate in the development, implementation and monitoring of the regional HR plan and budget in line with the HR departmental plan and Baylor Uganda Financial guidelines.
Required Qualification, Experience and Competencies:
· A Degree in Human Resource Management or Industrial/Organizational or with at least three (3) years’ experience supporting HRH preferably in an NGO setting.
