Position:                       Team Leader
Duty Station:               Palabek Refugee Settlement, Lamwo District
Reports to:                   Program Manager
Start Date:                   1st June 2025
Remuneration:           Competitive
Contract Duration:   The contract is renewable depending on performance and availability of funds.

Purpose:    The position involves coordination, planning, managing, implementing and monitoring of the project and its activities in order to achieve the contractual project goals and objectives as effectively and efficiently as possible ensuring consistency with project proposal as approved by the donor. The Team leader is the supervisor of Project Officer-ECHO TOGETHER and all Team Up facilitators.

Roles and Responsibilities

1. Responsible for the implementation of project activities
• Establish relevant linkages in Palabek through proactive representation to various forums and meetings.
• Coordinate with the existing consortium in Palabek and other settlements and develop linkages with the ECHO TOGETHER project.
• Support PO- ECHO TOGETHER to prepare monthly activity plan and budget
• Coach and mentor PO- ECHO TOGETHER and for timely planning, quality implementation, and reporting
• Provide structured feedback to PO- ECHO TOGETHER and TeamUp facilitators on the progress of the projects and areas that require further improvements
• Monthly reporting on the activity plan and budget, including actively providing feedback and suggestions to the line manager on deviations from the approved monthly activity plan
• Ensures that the project team communicates effectively with the children and communities that are stakeholders in the project
• Ensure adherence to minimal standards of PSS and education support.
• Report any violation of organization code of conduct, child safeguarding, PSEAH, AFAC policies by staff and educators.

2. Assure accurate monitoring of the progress and achievements of the project goals and objectives
• Supervise accurate and quality reporting of the project data.
• Conduct monitoring visit to ascertain data quality and implementation.
• Monitor, keep track and report on activity implementation and progress towards the output
• Collaborate with the Program manager to ensure high-quality implementation of activities
• Support PO- ECHO TOGETHER to keep files of collected data and evidence of activities implemented

3. Manage and guide the staff under his/her responsibility
• Work closely with the PO- ECHO TOGETHER on the capacity development of the facilitators.
• Conducts performance appraisals of his/her direct staff as per the HAF-Uganda Performance & Development system.
• Actively monitors the work of the PO- ECHO TOGETHER at field level.
• Coaches and motivates the PO- ECHO TOGETHER in the HAF-Uganda mandate.

4. Representation
• Represents HAF-Uganda at local level i.e. government institutions, working groups, and coordination meetings
• Ensure that PO-ECHO TOGETHER and facilitators are attending on the relevant forums and coordination meeting
• Cooperates with and supports with all the consortium in Palabek and other locations in the implementation of the program.

5. Manage operations of field office/locations
• General office/location management and focal point for the project including all security matters in Palabek.
• Ensure adherence to security policies and procedures

6. Operation Support
• ensure adherence to the logistics and cash management policies among the POs.
• Monitor local financial transactions of all the projects in Palabek.
• Support POs to manage office assets at the field location.
• Monitors the assigned budget and makes sure that all administrative procedures are followed strictly and effectively with the support of operations staff.
Any other duties as assigned by the line manager in line with these terms of reference and the fulfillment of the tasks.

Knowledge and Experience.
• Minimum of bachelor’s degree in Community Development, Child Protection, Psychology, Social Sciences or equivalent demonstrable experience in relevant fields (social work, community development)
• At least 5 years of relevant field work experience
• Experience as PO focusing at least one of the following areas: psychosocial support, mental health, child development
• Understanding of the context of Northern Uganda and refugee settlements.
• Experience with managing teams and working in partnerships

Skills and Competencies
• Strong social and communication skills for team management as well as for liaising with external stakeholders;
• Facilitation skills
• Fluency in English, preferably able to speak in one of the local languages
• Problem-solving skills, able to deal independently with field work-related issues
• Result oriented
• Strong computer and report writing skills
• Driving license for driving a motorbike
