Job Title: Human Resources Development Officer

Reports To: Head of Human Resources

Key Objectives and Responsibilities

1. Strategic workforce planning and growth

  • Shape and execute HR strategies that align with our mission and growth plans
  • Lead workforce planning for rapid expansion, ensuring scalability and agility.
  • Apply innovative HR solutions and adapt global best practices to the Ugandan context
  • Design creative recruitment campaigns

2. Talent development and performance management

  • Implement performance management frameworks and learning programs that foster growth.
  • Lead learning and development initiatives to enhance employee skillset, productivity, and career development

3. Employee experience and engagement

  • Design and lead initiatives to enhance employee morale and inclusion
  • Foster communication
  • Collaborate to resolve employee issues constructively

4. Rewards, incentives, and benefits

  • Design and implement competitive salary structures, including incentive programs, variable pay, and retirement plans
  • Ensure rewards structures align with company goals and values
  • Conduct regular benchmarking and salary reviews

5. Culture and change leadership

  • Share our cause and incorporate it into the HR function
  • Drive cultural transformation through novel, high-impact programs, adapted for local conditions
  • Champion a culture of inclusion, performance, and improvement

6. Compliance and risk management

  • Ensure HR practices comply with relevant laws and international standards
  • Identify and mitigate people-related risks, including disputes and workplace safety
  • Support policy development and process improvement across the function

Leadership Responsibilities

  • Partner with the Head of HR and executive management in delivering an effective HR function that attracts, develops, and retains top talent
  • Provide inspiration and mentorship to the HR team
  • Act as a business partner to other departments
  • Embed a culture of performance and excellence through strategic initiatives and skills transfers
  • Champion digital transformation in HR processes

Qualifications and Experience Required

  • Master’s degree in HR, Business Administration, Organizational Psychology, or related field
  • Minimum 10 years of HR experience, with 5+ years in a leadership or strategic role in a multinational firm
  • Proven ability to introduce and adapt innovative HR practices to new markets
  • Demonstrated success in designing and implementing incentive schemes, variable pay, and retirement frameworks
  • Experience in building talent pools and driving culture transformation in a growing organization
  • Strong understanding of labor laws, HR governance, and compliance frameworks
  • Excellent communication, advisory, and influencing skills
