Position Title: Monitoring, Evaluation and
Learning Officer- Locum.
Department: Monitoring, Evaluation and Learning
Reports to: Locum Cluster Lead
Directly Supervises: Locum Data Clerks
Job Summary
The Locum Monitoring, Evaluation and Learning Officer
will carry out the Monitoring and Evaluation function of
the Project by overseeing data collection, compilation
and reporting of life saving HIV/TB activities. He/she will
implement strategies for improved data quality, demand
and utilization at facility, district and regional level for
improved quality of life for the patients.
Duties and responsibilities
• Strengthen health facility data collection, analysis,
and use for micro planning and decision-making,
through review and use of audit tools.
• Work with Data clerks, HIAs, health workers and
district focal persons to submit quality reports
leveraging on MOH and donor systems.
• Facilitate the interpretation and use of M&E data
through site, district and cluster meetings.
• Ensure dissemination and utilization of standard
operating procedures and data collection tools,
systems, guidelines to ensure security of equipment
and harmonized data collection approaches across
supported facilities and districts.
• Working with the cluster lead, develop and share
weekly plans and reports.
• At cluster level, develop data quality improvement
initiatives to improve data quality.
• Work with cluster teams to harvest learnings,
success stories, newsletters and nice photos of
activity implementation.
• Respond to requests for standard and ad hoc data
calls as required in a timely manner
• Provide technical and coordination support to data
clerks to effectively and routinely support the facility
teams.
• Any other duties as per project demands
Qualifications and experience
• Bachelor’s degree in Statistics, Business Statistics, Public
Health, epidemiology, Population Studies, Quantitative
Economics or another related field. Additional training,
certificate or qualification in monitoring and evaluation
(M&E) is an added advantage.
• Minimum of 3 years of progressive experience in M&E
at Pepfar supported projects.
• Demonstrated ability to manage time and meet strict
deadlines.
• Knowledge of epidemiology and evaluation research
methods (qualitative and quantitative).
• Knowledge of continuous quality improvement and CQI
databases.
• Demonstrated practical understanding of Ministry of
Health and donor data systems (DHIS2, HMIS, eCBSS,
PIRS).
• Computer proficiency in MS Word, PowerPoint, MS
Excel, ODK, and competency in statistical and data
analysis/visualization software Tableau/PowerBI, GIS.
• Ability to work independently with minimal supervision.
• Good analytical thinking and ability to interpret public
health and epidemiological data.
• Excellent interpersonal, teamwork, written and oral
communication skills.
