Job Description

Senior Officer for Data Collection & Integrity works with the Data Collection & Integrity (DCI) team under the Venn department, ensuring the accuracy, consistency, and reliability of data throughout its lifecycle, encompassing collection, storage, and usage through leading the coordination and development of efficient standard operating procedures that produce accurate, timely, and readily accessible data and maintenance of a data repository and provides leadership and technical expertise to the Data Collection & Integrity team.

He/She will manage the end-to-end data collection lifecycle, upholding strict data integrity standards and compliance protocols. This includes reviewing and approving resource plans, designing and delivering comprehensive contractor training focused on ethical data handling, and implementing robust data quality assurance measures across all the RTV implementation areas and geographies.

Roles & Responsibilities

Lead and Oversee End-to-End Data Collection Processes: 

  • Provide technical expertise and leadership, ensuring data collection is efficient, effective, and compliant. This responsibility includes developing and championing best practices for robust data management, ensuring consistency with organizational standards throughout the entire operation.
  • Support the automation of current manual data collection methodologies, thereby optimizing for efficiency and scalability.
  • Design comprehensive wireframes for data aggregation, which incorporate multi-level data quality and assurance controls, ensuring data is validated and reliable for all stakeholders
  • Contribute to the development and rigorous review of data collection instruments and associated workflows. This ensures their functionality and strict adherence to organizational standards before deployment and utilization.
  • Design and maintain comprehensive standard operating procedures (SOPs) for data collection, storage, and usage, ensuring accuracy, consistency, and reliability across all Raising The Village’s areas of operation.
  • Implement and uphold robust data integrity and assurance protocols, encompassing ethical handling, regular audits, and validation, to ensure collected data is consistently accurate and reliable.

 

Establish and maintain a centralized data system for quality, compliance, monitoring, and training:

  • Develop and deliver comprehensive training programs for contractors and M&E staff on ethical data handling, data security, and compliance protocols, fostering a culture of data integrity.
  • Develop and maintain a centralised data repository to ensure readily accessible, timely, and accurate data for analysis and reporting.
  • Create and manage reporting systems that provide clear and concise insights into data quality and integrity, facilitating informed decision-making across the organization and with stakeholders. 

 

Research and Development:

  • Lead the development and implementation of innovative data collection technologies and methodologies for RTV, ensuring alignment with SDGs and national development agendas, focusing on solutions that overcome technological and logistical barriers to enabling accurate measurement of program impact and contribution to national strategic goals.
  • Deliver targeted capacity-building initiatives, actively collecting and integrating feedback to refine and adapt evaluation methodologies for optimal effectiveness.
  • Establish a strategic bridge for advancing evaluation methodology, fostering collaboration with regional M&E and data collection teams.

 

Leadership and coaching: 

  • Provide strategic oversight and mentorship to the Data Collection & Integrity (DCI) team, fostering a culture of accountability, continuous learning, and data excellence across all survey operations.
  • Lead performance management and professional development for DCI staff, including regular coaching sessions, feedback loops, and capacity-building plans aligned with program needs.
  • Actively support recruitment, onboarding, and role alignment for open DCI positions, ensuring team composition reflects the evolving technical and field demands of RTV’s data strategy.

Requirements and Experience

Qualification & Skills: 

  • Bachelor’s degree in M&E, Social sciences, Economics, Computer Science, Quantitative Economics, Business Computing, Mathematics, Population Studies, or related.
  • At least 4+ years of practical experience and familiarity with applied data management and practices.
  • A postgraduate qualification in M&E, or related, would be an added advantage.
  • Fluency in English is essential. Knowledge of French and Swahili is highly desirable.

 

Requirements:

  • Proven experience in M&E and project management is a MUST, preferably in the context of development projects or non-profit organisations.
  • Proficiency in relational data management systems and pipeline development languages such as Python, R will be an advantage.
  • A comprehensive understanding of data collection platforms that utilise XLS architecture, such as SurveyCTO, CommCare, and Survey123, is required.
  • Familiarity with GIS technologies such as ArcGIS and QGIS for mapping
  • Ability to work independently and collaboratively in a fast-paced team environment.
  • Detail-oriented and well-organised to manage multiple tasks and deadlines effectively.
